The Ridgeway Town Council on Feb. 12 approved staff's recommendation to award planning and design services for the Beau Creek diversion restoration project to Respect Company LLC in a notice of award at a not-to-exceed amount disclosed in the staff packet.
Staff briefed council on the RFP process: the town received three proposals, interviewed all teams and used a selection panel that included longtime town engineer Joanne Fagan, a Colorado Emergency Watershed Protection manager and a Colorado Water Conservation Board project manager. "The interview team unanimously recommends that the Town Council award the planning and design engineering services for the subject project to Respect Company LLC," a staff presentation said.
Because of the urgency to complete access-road and ditch piping work before high runoff, staff negotiated scope edits with the recommended firm to remove road and ditch-piping design from the consultant's immediate scope and pursue those pieces separately (through technical assistance or a subsequent bid) to accelerate construction. "We recommend providing the final design by the end of July 2025 and moving immediately into construction to complete the project by the end of the year," staff told the council as a target schedule.
Council moved and approved a notice of award to Respect Company LLC at a not-to-exceed amount presented in the packet. The motion passed by roll call vote.
Next steps: staff will finalize contract terms, separate certain work elements for separate procurement or technical-assistance delivery, and proceed with final design and solicitation for construction as the schedule allows.
