Fremont County honors long-serving employee, adds Shep family to civic leaders plaque and approves routine appointments

The board adopted Resolution No. 12, Series of 2026, honoring Linda Sand for more than 26 years of service to Fremont County with the Department of Human Services and the Department of Public Health. Commissioners praised Sand's years of service and announced a reception immediately following the meeting.
The board also approved adding Walter and Gloria Shep to the county's —Outstanding Civic Leaders— plaque in recognition of philanthropic support for local education and recreation, including major gifts to the Pueblo Community College (PCC) Fremont campus and land donations for public trails. PCC representatives and community members described the Sheps' contributions, and a dedication of the Shep nursing simulation center was scheduled for Aug. 6.
On routine business the board approved a one-year renewal of a secure transport vehicle permit for Colorado Secure Transportation LLC for a 2014 Ford Explorer used in behavioral-health transports. The board also appointed Paul Dorman to the Fremont County Board of Appeals with a term through Aug. 1, 2029 and approved consent-agenda items including a Safe Streets and Roads for All grant application and a special review use permit (SRU 26-001) for Legacy Metal Fabrication and Sales.
All votes noted at the meeting were unanimous where recorded.
Next steps: Reception for Linda Sand and the plaque update for Walter and Gloria Shep were to occur immediately after the meeting; appointed officials and renewed permits will be reflected on county rosters and permit records.
