The Select Board voted to invoke Article 18, paragraph D of the town bylaws and waive the tax-status sign-off requirement for permits at 620 Spring Street through Aug. 30, 2026, allowing the property owner to begin immediate safety and facade repairs.
Town staff explained that the property had outstanding taxes but that the bylaw allows an exception when an owner demonstrates a plan to address taxes and safety needs. The owner (referred to in the record as Paul Rams / Mr. Came) told the board he took ownership June 1, has brought the property into compliance with fire-alarm requirements and expects sprinkler work to be completed imminently. He described unstable facade elements (broken concrete and windows), said emergency repairs are needed to avoid hazards along Spring Street, and outlined plans for a larger renovation financed with a mortgage and additional funds totaling roughly $2.9 million to $3 million to renovate the building and recruit tenants, including possible medical clinic and manufacturing tenants.
Board members expressed support for immediate repairs and thanked the owner for investment; the board moved, seconded and voted to waive the sign-off requirement to permit immediate work. The record shows the board acknowledged the owner’s plan to pursue grants and renovation funding but did not authorize direct town funding at the meeting.
The waiver enables the owner to proceed with emergency repairs before the owner’s redevelopment plan becomes active on July 10, 2026. The town will follow up on permit filings and any required inspections.
