Bolton Inland Wetlands Commission delegates three permit reviews to Wetlands Agent Barroso

The Bolton Inland Wetlands Commission on Tuesday delegated review and condition compliance for three permit applications to Wetlands Agent Alyssa Barroso, voting to require adherence to State of Connecticut erosion and sedimentation controls.
In separate motions the commission approved delegation for a modification by Bryan Fairclough at 148 Brandy Street that would add an approximately 50-by-28-foot sport court in the upland review area and install an underground 500-gallon propane tank and line to a pool heater. Fairclough told the commission yard waste would be hauled off-site, excavation would be minimal and decorative stone would be placed around the court. Vice Chair James Loersch made the motion to delegate review; the motion carried unanimously, 4-0-0.
The commission also delegated review of an application by Edith Bodman at 45 Vernon Road to construct a single-family home on an existing foundation and replace the driveway with asphalt. Agent Alyssa Barroso said the driveway would be installed after house construction and that she would assist the applicant in locating silt fence controls. Commissioner James Loersch abstained from participating in that agenda item because of a stated conflict of interest; the delegation motion carried 3-0-1.
A third application, listed as IW-25-7 for 61 Vernon Road, proposes a new single-family home with a portion of driveway within 100 feet of Bolton Lake. Barroso said the application proposes no wetland disturbance and about 0.18 acres of disturbance in the upland review area. Ken Boynton and Eric Petersen told the commission they plan to chip or haul stone on-site, remove invasive plants, and install silt fence and sediment controls during construction. Chair Ross Lally asked that site visits be scheduled through Agent Barroso before the next meeting.
Each delegation was conditioned on compliance with Connecticut's erosion and sedimentation control requirements, which the commission recorded as the standard for review and enforcement. The delegations allow the agent to approve the work administratively so long as erosion controls and the conditions discussed are satisfied.
The commission opened the meeting at 7:00 p.m. and approved the meeting agenda and the April 22, 2025 minutes (the minutes vote recorded one abstention by Chair Ross Lally). The meeting adjourned at 8:41 p.m.
What happens next: Agent Barroso will oversee inspections and silt-fence placement and will coordinate site visits; applications will return to the full commission only if conditions are not met or if significant changes are proposed.
