Duluth council approves ARPA-funded sanitary-sewer plans for Hill and Pinecrest communities

The Duluth Mayor and Council on April 10 approved construction plans to install sanitary sewer and related facilities in the Hill Community and the Pinecrest Community using American Rescue Plan Act (ARPA) funds. City Engineer Margie Pozin told the council the work is a partnership with the Gwinnett County Department of Water Resources and that Council approval of the plans allows staff to begin acquiring easements needed for county construction.
Pozin explained the current configuration and the proposed modifications required for sewer installation. Councilmembers noted prior work sessions that reviewed the details, and Councilmember Harkness expressed appreciation for staff efforts to bring the projects forward.
A motion by Councilmember Harkness, seconded by Councilmember Graeder, to approve the construction plans carried unanimously. Staff will continue easement acquisition and coordinate with Gwinnett County to schedule construction work.
Next steps: staff to pursue necessary easements and coordinate construction timing with Gwinnett County Department of Water Resources; no construction contract award was recorded at this meeting.
