City staff reported on public-safety activity before turning to project business. Assistant Chief Taylor told the council that February saw 380 calls for service (779 year to date), 15 traffic citations (21 YTD), 10 criminal arrests (21 YTD) and 23 new case reports (41 YTD). “Myself, Assistant Chief Taylor, Sergeant Vide, and Officer Tinch attended an online sovereign citizen training,” Taylor said, reporting training updates for the department. Tommy, presenting the EMS report, said the department logged 81 responses in the month (155 YTD), with average response time to scene around six minutes and 47 transports to hospital.
On capital projects, staff updated the council on the Ridge Avenue Community Crossings Matching Grant (CCMG) work. A pre‑construction meeting was scheduled for March 24, and crews found galvanized/lead service lines that must be replaced prior to work. City staff said they will coordinate with utilities including Cincinnati Bell and other providers before construction begins.
Council then voted to approve the construction‑inspection scope for the N Avenue CCMG project. The motion authorized construction inspection work with a total inspection budget of $40,000 and included a requirement that any additional inspection fees be allowed only after an executed agreement. Kevin presented the scope; Anthony moved the motion and it was seconded and approved by voice vote.
The council also approved engineering services to replace two poles near Brown and Ridge, accepting a proposal from EMPA (engineering) to design the pole foundations and related streetscape adjustments. Staff and HWC Engineering described the site constraints around the Half Moon saloon and a nearby apartment complex; council approved the engineering work by voice vote.
In procurement actions, council authorized the purchase of 70 corporation stops and saddles from Utility Supply for $10,033.80 to support water work on Mountain Avenue North and South. Later in the meeting, staff presented a detailed recommendation on water‑meter procurement. Sean reviewed prices for meters and register heads and recommended buying a full pallet of 144 Neptune meters at a unit price of $295 (total $42,480) rather than a half‑pallet at a higher per‑meter cost, arguing the bulk purchase would be cheaper over time and ease future budget pressure. The council voted to approve the 144‑meter purchase and discussed the possibility of partial assistance from redevelopment funds (GRC) to offset the cost.
Council also approved Resolution 2026‑02 to surplus an old enclosed trailer (formerly used by the canine unit) and a Ford Explorer pool vehicle at auction because the items were no longer serviceable or worth further maintenance.
