The Albert Lea City Council on June 8 approved a series of financing, planning and infrastructure actions, including a $5,310,000 general obligation bond issuance, final plat and rezoning actions to enable Vortex Cold Storage expansion, and acceptance of a DEED deed cleanup grant supporting the Tapestry family housing project.
Bond issuance: Council voted to issue $5,310,000 in general obligation improvement bonds, Series 2026A, to finance multiple public improvement projects. Staff said the bonds will be sold July 13, 2026, and council approved a 10‑year term as moved by Councilor Christensen.
Planning and development: The council approved the final plat for the Bateson/Olson Ranch subdivision to create Lot A for eventual sale to Vortex Cold Storage and approved a first reading rezoning Lot A from R‑1 to Industrial to accommodate future expansion; Planning Commission recommended approval after a June 2 public hearing.
Grants and infrastructure: Council authorized a DEED deed cleanup grant agreement (grant no. 281697) for the Tapestry Family Housing Development to reimburse up to $267,487 (about 75% of eligible cleanup costs), approved a conditional use permit for replacement of pedestrian Bridge R114 on the Songbird Trail with stormwater prevention conditions, and authorized cooperative sewer service agreements with Minnesota DNR for Meyer Big Island State Park.
Sales tax determination: Staff reported the city’s 0.5% sales and use tax will reach the $30 million authorized amount on or before Sept. 30, 2026; council adopted a resolution that the tax shall expire on that date and any receipts above $30 million prior to expiration will be retained in the general fund. During discussion Councilor Christensen said he was disappointed that a state representative (identified in remarks as Representative Gomez) had prevented a local referendum on extending the tax; no response from the representative was recorded in the meeting.
