Council approves Meadowark subdivision, Mesa Ridge annexation agreement and accepts housing authority resignation

In addition to the 5H actions and the F Street ballot question, council approved the Meadowark Drive subdivision (including park dedications and conditions), adopted the Mesa Ridge annexation agreement and accepted a resignation from the Chaffi Housing Authority board.
Beyond the 5H annexation and zoning decisions and the F Street ballot question, the Salida City Council approved several other items at its Aug. 12 meeting.
The council adopted Resolution 2025-37 approving the Salida Quality Farms LLC Meadowark Drive subdivision, a 43.02-acre plat that dedicates four acres of public parkland and reserves an eight-acre parcel intended for senior-housing development to a nonprofit called Places to Age. Staff conditions require park phasing and public-works civil plans to be submitted and constructed prior to certificates of occupancy for most parcels; Places to Age is exempted from initial park construction costs for the parcel it will develop.
The council also approved Resolution 2025-39 to finalize the Mesa Ridge annexation agreement. Staff explained clarifying edits to the draft language about how inclusionary housing units determine allowable market-rate units and how fees will be assessed and collected; council approved the agreement.
Council accepted the resignation of Charlie Goodson from the Chaffi Housing Authority board and discussed recruitment and maintaining continuity on the board; several council members volunteered to pursue appointment options and staff was directed to bring a resolution to the next meeting.
