Council approves Deli North preliminary plat; Peacock recuses

The City of Norman unanimously approved the preliminary plat PP‑2526‑17 for a 4.32‑acre development generally located north of Rock Creek Road on the east side of Flood Avenue.
Matt Peacock, who recused himself from the final vote because of a disclosed professional conflict, presented the project on behalf of the applicant, Cradle Investments, describing a five‑building office‑warehouse proposal with 113 parking spaces, roughly 51% impervious coverage and 14 new street trees along Flood Avenue. Peacock noted a portion of the site includes a stream planning corridor that will be dedicated as a water‑quality protection zone and left undisturbed.
Steve Rollins of Arc Engineering Consultants answered council questions about stormwater and said the site will provide detention in appropriate areas, that part of the tract drains north and part south, and that sanitary sewer work is underway with a bore under the railroad to serve the site. Rollins said nothing would be constructed in the protected WQPZ area.
Following presentation and public comment, council voted to approve the preliminary plat. Peacock recused himself from the vote and did not participate; the motion passed unanimously among the remaining members.
The approval advances the project to subsequent platting steps and future permitting where stormwater design and construction details will be reviewed by city staff.
