Norman council pulls two parkland rezoning items from consent, postpones first reading

Council Member Kirby asked the council on June 9 to remove two first‑reading ordinances from the consent docket that would affect parkland in his ward and to postpone the hearings so neighbors could review engineering and stormwater details. Kirby said he received petitions and photos from residents and that the Friday packet arrival left insufficient time to evaluate complex parkland and drainage impacts.

“This is going to affect somebody’s life forever… I’m going to be a no on this until the builder chooses to come in front of us and discuss the flow of water and the parkland,” Council Member Kirby said, citing his 30 years’ construction experience and concerns about changing protected parkland. City staff and the city attorney explained that first reading is public notice and that the applicant is normally present for the substantive hearing at second reading; staff offered to connect Kirby with the applicant’s engineers before the next meeting.

The council voted unanimously to remove items 6 and 7 from the consent docket so they could be heard separately. Council later voted 8–1 to postpone the first reading for ordinance 2526‑48 (item 6) to the June 23 regular meeting (Council Member Dixon voted against); the same vote was taken for the companion item.

City staff said the postponement will allow residents, council and the applicant to meet, let engineers present detailed stormwater calculations, and provide a full substantive hearing at the next meeting.

The items will return to the council on June 23 with an opportunity for additional testimony, engineering presentations, and a formal vote.
