Don, a county planning staff member, told the committee that staff recommended approval because the requested S1 services district would be consistent with nearby zoning and ‘‘would not have an adverse impact on the surrounding properties.’’ He also said the Greenville County Planning Commission had recommended denial and had raised questions about the property’s apparent existing storage of vehicles and the potential for a junkyard under S1 uses.
Council members reviewed historical records with staff during the meeting and reported finding a 2016 application and a 2017 certificate-of-occupancy that described auto body work and vehicle storage. One council member asked staff to provide the team’s saved documents from the 2016 application and any relevant title or deed material. The committee noted the applicant was not present.
After discussion about the property’s nonconforming history and whether S1 zoning could allow a junkyard use, a member moved to hold the item so the committee could review the 2016–2017 records and any title/deed information. The motion passed by voice vote; the committee did not adopt or deny the rezoning at this meeting.
The item will return to committee after staff circulates the historical application materials and any deed or certificate documents that clarify past and permitted uses on the parcel.
