The council’s community-development and planning discussions June 8 covered several land-use items the department described as largely technical or corrective, though members raised bigger questions about infrastructure maintenance and drainage.
Vehicle‑storage use: Planning staff proposed a new definition for temporary vehicle-storage facilities (towed/impounded vehicles) that mirrors the state definition used by motor-vehicle regulators. The proposal would make such facilities a permitted use in light-industrial zones and a use requiring planning approval in general commercial (C2) zoning so neighboring properties are notified. The ordinance introduction passed on a recorded vote of 8–1.
Board of Adjustment powers: Planning staff recommended moving some administrative reviews that historically have been handled by planning staff into the formal code (reducing the Board of Adjustment’s role for certain nonconforming and administrative matters). Staff said the proposed ordinance aligns the written code with long-standing department practice; council members asked about appeal paths and the potential for increased administrative caseloads. The ordinance was advanced for public hearing.
Cypress Ridge dedication and drainage concerns: The council gave notice of intent to adopt an ordinance dedicating streets, drainage, servitudes and rights-of-way for the Cottages at Cypress Ridge Phase A and to incorporate the streets into enhanced 911. Several council members pressed engineering staff on whether the parish has performed fiscal-impact or long-term maintenance analyses before accepting additional infrastructure; staff said plans are inspected to meet the subdivision drainage-design manual and that the parish enforces a one-year warranty period after construction. Members asked for better regional coordination and noted upstream development can worsen downstream flooding, while staff noted a parishwide stormwater master plan is under way with CDBG‑DR support.
Rezoning correction: Staff explained a map error that left part of a single parcel at 526 Hollywood Road inconsistently zoned; the department proposed and the council approved a corrective rezoning to align the entire parcel as light industrial.
Several of these matters were introduced and scheduled for public hearings; routine votes on contract acceptances, pump purchases and grant applications also moved forward during the meeting.
