Albany County approves Wild Horse Ranch community center with environmental conditions

Multiple reviewing agencies provided recommendations: the Wyoming State Engineer noted that wells must be permitted and highlighted potential interconnection of groundwater and surface water; the Laramie Rivers Conservation District advised minimizing land disturbance, reclaiming disturbed areas with native grasses, and pre‑construction equipment wash to limit invasive species; staff recommended consulting the U.S. Army Corps of Engineers for wetlands mapping; and Wyoming Game and Fish urged avoiding construction between Nov.15 and Apr.30 and recommended wildlife‑friendly fencing and other protective measures.
Glen Klein, president of the Wild Horse Ranch Property Owners Association, told the commission the POA had not yet reviewed the Game and Fish comments and would do so. Commissioners asked whether the wastewater system and building would be outside the floodplain; the applicant said the septic system would be located more than 100 feet from floodplain areas and the building would be sited outside the floodplain. The applicant confirmed firefighting vehicles currently staged in the ranch would be moved to the facility (no ambulance reported).
After opening a public hearing and receiving no public comments, the commission moved and seconded the staff recommendation to approve CU-01-26 with the staff‑recommended conditions (wastewater system and construction outside the floodplain; adherence to Laramie Rivers Conservation District and Wyoming Game and Fish recommendations). Roll-call votes were affirmative and the motion carried.
