Commission endorses annexation policy plan and asks staff to examine fiscal thresholds

The Milford City Planning and Zoning Commission voted June 10 to recommend the annexation policy plan to the City Council while requesting staff clarify fiscal‑impact thresholds and ensure analyses review both costs and benefits.

Ryker of Sunrise Engineering said the annexation policy is intended to accompany the general plan and outlines processes and areas the city may consider for annexation; it would also guide what the city considers when an annexation petition is submitted. "The purpose of this plan is to outline the process for annexation, identify the areas that Milford would like to potentially annex and determine what Milford will be looking at should an annexation application come before that," Ryker said.

A commissioner questioned a draft fiscal‑impact trigger that would allow the city to request a fiscal‑impact analysis for parcels larger than five acres or proposals exceeding 10 residential units. Staff clarified the language uses 'may require' so the city can exercise discretion on a case‑by‑case basis; commissioners discussed the importance of evaluating both the service/infrastructure burden and additional property‑tax and economic benefits annexation can bring.

A motion recommending the annexation policy to the City Council was made and approved by voice vote. Staff said they will incorporate the population‑chart correction mentioned during the general plan discussion and will coordinate final materials with staff prior to the council meeting.

Next step: recommended policy and supporting materials will be forwarded to the City Council for consideration; staff will prepare clarifications on fiscal‑impact analysis triggers.
