Milford planning commission recommends updated general plan to city council

The Milford City Planning and Zoning Commission voted June 10 to recommend adoption of the city’s updated general plan to the Milford City Council, asking staff to correct a historical population chart before the council’s hearing.

Ryker of Sunrise Engineering, who led the update process for the city, said the document meets the requirements of Utah State Code and reflects public input gathered through surveys and a steering committee. "The general plan is required by Utah State Code," Ryker said, adding the plan’s intent is to guide future land use, goals and policies rather than to enact site‑level regulations.

One commissioner pressed for stronger language emphasizing new residential neighborhoods and moderate‑income and workforce housing for local workers, families and retirees, saying the current draft leans heavily toward industrial and commercial growth. The commissioner urged adding a specific goal to support development of new residential neighborhoods so housing keeps pace with local employment growth. Ryker and other commissioners discussed tools such as a zoning audit and an overlay zone that can allow greater density while preserving design character.

Commissioners also flagged a mismatch in a historical population graph on page 6; staff committed to verify and correct the numbers and requested the commission include that correction in its recommendation.

With that edit noted, Commission member Luke moved to recommend the updated Milford general plan to the City Council; the motion was seconded and approved by voice vote. The commission’s recommendation stated the plan is consistent with Utah State Code, reflects goals identified through public participation and serves the community’s interest.

Next steps: staff will correct the population graphic and the City Council is scheduled to hold a public hearing and consider adoption on July 21, 2026.
