Elkhart RDC authorizes RFP and sets timeline for courthouse-block redevelopment

Commission staff presented and the Elkhart Redevelopment Commission authorized a request for proposals to solicit redevelopment concepts and offers for the block where the former courthouse sits.
Staff said the RFP will limit the offered uses to primarily residential development with limited retail, office and public parking. An open house for prospective developers is planned during the city's jazz festival to review the downtown master plan and neighborhood exhibits attached to the RFP; staff expects to open proposals at the September meeting, conduct interviews in September and October, and potentially confirm a selected developer at the November meeting.
The commission moved to declare the highest-and-best use consistent with the offering sheet, authorize publication of notice and solicitation of offers, and empower city officers to prepare and execute required documents. The motion passed by voice vote.
The RFP as authorized is for solicitation of proposals only; further negotiations, interviews and any final selection will return to the commission later in the fall for consideration.
