Newburgh awards State Street crosswalk contract to Cobberstein Contracting; work to be financed with grant and sidewalk bond funds

The Town of Newburgh council on June 10 accepted a low bid and authorized a construction contract for a new State Street sidewalk crossing, awarding the work to Cobberstein Contracting and authorizing notice to proceed.
Town Engineer Drew Flamian reported that six quotes were received from the June 3 quote opening and that Cobberstein Contracting was the low, responsive bidder at approximately $91,845, which is below the engineer's estimate of $96,850. "Cobberstein Contracting was found to be the low, responsive, responsible bidder in the amount of [bid figure]," Flamian told the council during the presentation.
Council voted to accept the bid, approve the owner–contractor agreement and authorize the town manager to execute the construction contract and issue the notice to proceed. Flamian said the town intends to finance the project with $10,000 from an IDOH tactical urbanism grant and the remaining amount from sidewalk bond funds previously approved through the finance committee.
On timing, Flamian said: "The notice to proceed will be today. They'll have to order some materials, but the goal is to complete the work before school starts back up." The council approved the contract and gave direction that the contractor may begin procuring materials immediately.
Staff did not provide a detailed phased schedule in the meeting; council members asked only that the work be completed prior to fireworks and the start of school. The town will publish a construction schedule and crews will coordinate with schools and local traffic control as the project moves forward.
