Fargo board approves 12% health premium increase; two trustees recuse

The Fargo Board of Education approved a recommendation from the district's health insurance committee to raise employee health insurance premiums by 12% effective Jan. 1, 2027, while leaving the employee/district cost-share unchanged and maintaining current health savings-account contributions.
Jackie presented memo 126 and described the committee's work with consultant Gallagher and Associates. "They are recommending no change in the cost share," Jackie said, adding the committee recommended continuing HSA contribution levels and making annual deductible adjustments necessary to preserve embedded-deductible status under IRS rules.
Two trustees declared conflicts of interest and recused themselves from the discussion and vote; the motion carried on roll call, recorded as 7-0 in favor.
Trustees discussed the committee's plan to explore alternative care-delivery models over the coming year (including providers that perform home visits) as part of longer-term efforts to manage plan costs. No changes to the dental plan were proposed.
