Bargaining teams adopt relationship compact as Article One

Caldwell School District negotiators and the teachers association moved forward with a new relationship compact aimed at smoothing relations and clarifying mutual expectations.

Julie, who led the group through the text, said the compact emphasizes an "interest‑based approach" that is "a year‑round ongoing process and is most successful when regular scheduled opportunities for celebration and problem solving are made available for the parties to address matters of concern immediately and collaboratively." The compact also calls for joint communication statements on key issues and steps to prevent rumor‑driven misunderstandings.

Supporters said the compact would live alongside — not inside — the legally binding master agreement, so that experimental ideas can be tried in a memorandum of understanding before formal contract language is adopted. Members described the compact as a tool to preserve flexibility for designated representatives while capturing shared norms such as offering positive messaging to district stakeholders.

Negotiators debated where items such as "caps" and new‑hire orientation participation should sit — in the contract or in an accompanying memorandum — and agreed the compact was the appropriate place to record shared principles without creating new grievance obligations.

After discussion, a motion to adopt Article One (the relationship compact) was moved, seconded and approved by thumbs/assent. The bargaining teams plan to finalize drafting and include the compact as a discrete Article One in the working draft ahead of the next work session.
