The Pekin City Council voted 5‑2 on June 8 to adopt Ordinance No. 44052627, approving a tax‑increment financing redevelopment agreement with Rustic Route Studio for the rehabilitation of 513 Court Street.
The ordinance was introduced by Mr. Nutter and carried after council members raised concerns about the city advancing a single‑project TIF rather than packaging multiple projects. A council member said bringing the measure forward as a single TIF “without call for other projects” was not their preference and urged grouping projects for a broader redevelopment strategy.
City staff described on‑site problems that the TIF-funded work would address. Mr. Dossi told the council the cooler added to the back of the building was improperly constructed and was causing stormwater runoff issues that send water into the cooler; removal of that cooler will be required because it encroaches on the alley and right of way. He said staff would confirm whether alley reconstruction is on this year’s work list and follow up with specifics on dumpster enclosures and alley improvements.
Council members pressed for clarity on whether the alley project would include the construction of enclosed dumpsters similar to recent work behind another block; staff said they would check plans and report back. One council member noted multiple dumpsters behind several businesses and asked whether any enclosures would be required as part of the alley reconstruction.
The ordinance authorizes tax increment assistance for the rehabilitation work described in the agreement with Rustic Route Studio. The council’s final tally was 5 votes in favor and 2 opposed. No amendments were recorded at the meeting.
The council did not take further action on related funding or on a package of additional TIF projects at this meeting; staff indicated they would return with additional information about the alley, enclosure plans and any dependencies tied to adjacent renovations.
