Putnam County planning commission recommends rezoning of 100 Pine Street to residential

The Putnam County Planning Commission voted unanimously to recommend that a 0.34-acre parcel at 100 Pine Street in Palaca be rezoned from Industrial Light to Residential 1A, a change applicants said is needed to allow redevelopment of a single-family residence.
Michael Graves of Planning and Development Services introduced REZ26-0000006 and told the commission the site has roughly 90 feet of frontage, a future land use designation of Urban Service, does not appear to contain wetlands on county GIS layers, and is in FEMA flood zone X. Staff recommended approval, saying the proposed rezoning is consistent with the county comprehensive plan and the Land Development Code and would allow the owners to seek building and site-work permits compatible with R1A zoning.
Applicant Stephanie Whmer, speaking for the owners, said the property has been in her family since the late 1970s and both parents died in 2022. "We just had a septic and whatever the other thing is put in because it collapsed two weeks ago," Whmer said. She added that the house is currently rented and that rezoning is necessary for the family to replace the home and obtain insurance coverage.
Commissioners asked whether a residence currently exists and how rezoning would affect buffering with adjacent industrially zoned parcels. Staff confirmed a home is on the property and explained that buffer expansion requirements would be triggered only if adjacent industrial properties redeveloped or intensified; a rezoning of this parcel alone does not immediately require neighboring properties to alter their buffers.
A committee member moved to approve REZ26-0000006 "as it is consistent with the goals, objectives, and policies of the Putnam County Comprehensive Plan and Land Development Code." The motion was seconded and the commission voted unanimously to forward the recommendation to the Putnam County Board of County Commissioners for final action on July 28, 2026. The commission then handled routine administrative items, approved minutes, and adjourned.
The commission record did not include individual roll-call votes; the recommendation was recorded as unanimous and will be considered by the county commission at its next regularly scheduled meeting.
