She explained the county offers a $5,000-deductible HSA-compatible plan and an 80/20 co-insurance copay plan, and summarized top claimants and enrollment patterns: most HSA-plan members had higher average claims and a small number of high-cost claimants account for a large share of total paid claims.
Charlotte described two premium-design options for the copay plan (an increase of the deductible with modified out-of-pocket maximums) and noted the HSA-plan had no additional plan-design options provided by the carrier. Commissioners discussed whether the county would absorb the requested premium increase or pass some of the cost to employees.
