The Churchill County Planning Commission on June X extended Special Use Permit SUP1091 for six months, directing the property owners to finish outstanding site work or face the start of a revocation process.
Randy Hines, public works planning and building, told the commission that the permittee still needs a commercial septic system, coordination and final approval from the Bureau of Safe Drinking Water on the site's water system, a fence along the highway as requested by NDOT and several landscaping items. "They are in the process of constructing their septic system," Hines said, but he stressed the county needs final approvals and record documentation before the item can be closed out.
Applicant Maria Herrera said the septic has been installed and they are awaiting final certification; she asked for more time to finish landscaping and to complete the fence work after surveyors mark property corners. "We're just waiting for the engineer for the certificate the completion," Herrera said.
Commissioners pressed the applicants to complete landscaping and to prepare a fence plan now so work can proceed quickly once NDOT and survey reviews are finished. Commissioner Dennis Mills emphasized that elements such as the landscape island on the southeast corner "is on their property" and can be started now, while the fence may need survey confirmation to ensure it sits inside the parcel.
Commissioner Joe Frey moved to extend the special use permit for six months and to begin the revocation process automatically if all items are not completed in that time; the motion passed on a voice vote with the tally recorded as 4–2 in favor.
The extension includes conditions requiring final approvals and evidence that the septic and water systems were constructed per approved plans, a survey that locates property corners for fence placement, and a landscape plan submitted to planning for implementation. The commission recorded that if conditions are not met at the end of the six-month term, revocation proceedings will begin at the next meeting.
