River Ridge board adopts loan amendment and approves $173,367.78 ditch‑cleaning contract to fund drainage work

At its June 25 meeting the River Ridge Community Development District Board adopted Resolution 2024‑05 to amend the use of proceeds from its Improvement Revenue Note, Series 2024, and authorized a first amendment to the loan agreement with Synovus Bank to revise the project scope.
District Manager Chuck Adams and District Engineer Charlie Krebs told the Board the loan proceeds will cover drainage projects included in the original scope and that staff added the irrigation project with a 10% contingency to the revised scope. On a motion by Mr. Kurt Blumenthal, seconded by Mr. Terry Mountford, the Board unanimously adopted Resolution 2024‑05.
Immediately following that motion, the Board considered MRI Construction, Inc.'s estimate of $173,367.78 to perform dry retention flow‑way ditch cleaning adjacent to River Course holes #6 through #8. Mr. Krebs responded to questions about debris removal, weir and control structure work, and funding sources; on a motion by Mr. Blumenthal, seconded by Mr. Robert Twombly, the Board approved the MRI estimate by unanimous vote.
Other capital and budget items considered: staff discussed a revised McCullers Construction estimate of $277,550 to install a new well and SFWMD water‑use restrictions; the well estimate was discussed for future reconsideration and no vote was taken. The Board reviewed the proposed fiscal year 2025 budget, accepted unaudited financial statements as of May 31, 2024, and approved corrected minutes for the May 28, 2024 meeting. The Board also unanimously approved a recommendation that the Fining Committee review and take action against homeowners who removed littorals from a lake bank.
Procedural details: motions adopting Resolution 2024‑05 and approving the MRI estimate were made and seconded from the dais and recorded as "with all in favor." The meeting confirmed the next regular meeting date as July 23, 2024 at 1:00 p.m.
Next steps: staff will proceed with contracting MRI for the ditch cleaning work and process the First Amendment to the loan agreement; timing and construction sequencing will be coordinated with planned easement acquisitions and the October project start window discussed by the district engineer.
