Commissioners say corrective plan accepted for Children and Youth provisional license; resident asks for data center moratorium

Commissioner Brian W. Smith told the Wayne County Commissioners on June 4 that the Pennsylvania review of the county’s Children and Youth provisional license found mostly paperwork deficiencies and that a Corrective Action Plan submitted months earlier has been accepted.
"God bless the people who work in Children and Youth," Smith said, adding the department has new staff, new processes and new procedures so that "what happened will not happen again." Commissioner Jocelyn Cramer said she is "incredibly proud of the people who work in Children and Youth," and Commissioner James Shook said no children were harmed during the review timeframe and attributed some public concern to past employees and social media.
Separately, audience member Jeanie Schwarz of Manchester Township pressed the commissioners to issue a three-year moratorium on data centers and offered a petition signed by residents. Commissioner Shook responded that "the county does not play a role in data centers or moratoriums, that they do not have that power," and asked the county solicitor to research whether the commissioners could accept the petition and what options, if any, the county has. The commissioners agreed to follow up with Ms. Schwarz.
The meeting minutes record staff work with state and regional officials on corrective actions and note the board’s intent to research the petition question; no formal policy or moratorium was adopted at the meeting.
