Board approves adding Town of Belhaven to county rescue service district effective July 1
Summary

County staff presented the statutorily required report and notice history for a proposed amendment to Beaufort County’s rescue service district that would include territory inside the Town of Belhaven. The town previously paid the county the equivalent of a $0.05 levy so residents could receive EMS services; the town requested formal inclusion in the special service district to simplify arrangements.
Staff explained the legal process: the town adopted a resolution requesting inclusion, the required report was filed in the clerk’s office on April 10 and notices were mailed to property owners; a newspaper notice ran May 16. The board held a public hearing; no Belhaven property owners signed up to speak at the hearing, though the town mayor and manager were present in the audience.
Commissioners moved to incorporate the territory so the county would levy the $0.05 rescue-service assessment on properties inside the municipality and the town would reduce its separate payment by a like amount; staff said the effective date would be July 1, 2026 if the board votes to adopt the change. The board voted in favor of the change during the meeting.
Staff said the change will take effect on July 1, aligning with the county’s fiscal-year and levy schedules; the change followed statutory notice and hearing requirements.
