Granite County weighs alternatives to Otis for courthouse elevator after service complaints

TCS Northwest representatives told the Granite County Board of County Commissioners on June 2 that the county’s courthouse elevator still has outstanding punch-list items and that their recent quote for a battery backup from Otis Elevator was “significantly more expensive than expected.” Terry Morland of TCS Northwest said the county’s primary concern is slow response times and poor customer service from Otis and indicated the vendor’s standard maintenance agreement contains extensive boilerplate that limits options.
Commissioner Kulaski and Commissioner McLure joined the discussion as TCS described next steps: Gallatin Valley Elevator will inspect the system to determine whether it can safely service proprietary Otis components and whether it would be feasible and cost-effective to provide maintenance. TCS and county staff warned repeatedly that using a local provider could void portions of the existing Otis warranty or trigger contractual consequences, and legal implications would be evaluated before any change.
Public commenter Derek Campbell said he wants the county and county attorney to “look out for the County’s interests better,” a point TCS responded to directly by emphasizing that the concern is operational reliability rather than contract language. TCS said it will provide a full cost comparison and recommendation after Gallatin Valley Elevator completes its assessment.
The commission discussed notification of temporary parking impacts while ADA parking modifications are completed and asked staff to return with a recommendation after a thorough cost and warranty analysis. No formal vote to change providers occurred at the meeting.
