The Henrico County Board of Supervisors voted June 9 to defer a conditional rezoning request for a Bukova Development Company townhome project at the applicant's request, after residents urged protections for a nearby age-restricted senior community.
Planning staff said the application requested a conditional rezoning of roughly 9.9 acres to allow townhomes and that the applicant filed a deferral request earlier the same day asking to move the public hearing to July 28, 2026. Marcia Barton, speaking as secretary of the Bukova Village unit owners association, told the board her community is "41 single family age restricted dwellings" and said permitting a cut-through connection from the new development would place residents aged 70 to 85 at increased risk because of hearing, vision and mobility issues. "Allowing additional two-way traffic to pass our way ... places our safety in jeopardy," Barton said, asking the board to include language that would permanently eliminate any connection.
Several other speakers urged careful consideration; Supervisor Rountree said she heard the cut-through concern and other issues and wanted more time to review affordability, infrastructure and community fit. Rountree moved to defer REZ2025-103169 to the July 28 meeting at the applicant's request; the motion was seconded and approved by voice vote.
