Larkspur City forum to review statewide native-plant resolution; draft to be agendaized in August

Paul Silva, a Larkspur resident, urged the Climate Action Forum to support a statewide initiative coordinating local native‑plant ordinances and working groups. He described AB 1573, introduced in 2023, which originally would have required California native plants in new public and commercial landscapes, and said local councils have been stepping forward while the state effort coordinates those local actions.

Sarah Margules, the forum’s council liaison, summarized options discussed: (1) expedite the draft directly to council; (2) refine it at the forum and then forward a recommendation; or (3) form a working group to tailor local language. The group decided the August agenda provides the clearest path for review while not delaying constituent engagement.

Why it matters: supporters said local ordinances can advance biodiversity and water conservation goals while fitting local conditions; opponents and cautious members worried about duplicative committees and preferred using existing volunteer networks or bringing the resolution directly to council. Forum members suggested inviting the statewide organizers or Mayor Stephanie Andre to brief the forum and recommended that the draft be tuned to Larkspur City’s specific needs before any council referral.
