Kirksville approves public-safety radio upgrade, sole-source purchase from Command 1 LLC

The Kirksville City Council approved a resolution authorizing the purchase and installation of radio-infrastructure upgrades from Command 1 LLC, the city's approved sole-source provider for public-safety communications equipment.
Fire Chief John Cook said the existing fixed public-safety system is roughly 12'14 years old and is no longer supported by the manufacturer. The upgrade will move receive equipment out of the base of water towers into weather-tight external enclosures, add a third receive site on the City Hall tower and transition the system from analog to newer digital transmissions. "The most notable improvement is gonna be the addition of an additional receive site, a 3rd receive site on the tower here at City Hall," Cook said, adding the change and the digital transition should improve in-building coverage for police and fire and resolve coverage gaps in larger commercial occupancies.
Cook also said the county sheriff's office uses a channel on the city system under a long-standing memorandum of understanding and will fund its portion of the upgrade; the sheriff approved its portion at a recent commission meeting. Staff indicated lead times for components are short and the installation could be completed by the end of the summer.
The council voted to approve the purchase and installation from Command 1 LLC as presented. City staff said the procurement follows the existing maintenance relationship with that vendor and represents the most streamlined option to replace obsolete equipment.
