Kane County awards culvert and multimillion-dollar road reconstruction bids

The Kane County Commission on June 9 voted to award two road-construction contracts, advancing drainage and major pavement work planned for this year.

Bert Harris, the county roads director, told commissioners the Mountain View culvert replacement will upsize multiple culverts and that the low bidder, Intelex, submitted a bid of "$295,009.47." He said the county has already purchased the box culverts and intends the awarded contractor to furnish and install them. "We were very clear that there would be no contingencies... so we're pretty confident that this bid price will hold up," Harris said in presenting the recommendation.

On a separate solicitation, Harris said the county received six bids for Schoonpah Road (about 2.5 miles) and Johnson Canyon reconstruction. He identified Hale Sand and Gravel as the low bidder, and stated the project bid was read during the meeting (figures read aloud by staff). Funding combines a UDOT grant originally awarded in 2018 (about $1,700,000), $3,000,000 drawn from the county's TRT allocation and roughly $500,000 of fund balance to reach the project total. Harris said crews will begin work this year and that a preconstruction meeting was scheduled immediately after the commission meeting.

Commissioners said staff and the engineers, Jones DeMille, vetted the lowest Mountain View bid carefully because it was substantially lower than competitors. Celeste (commissioner) asked staff to remain attentive during construction to ensure quality and budget compliance; Harris said the engineers would monitor the contracts closely.

Both motions to award contracts passed on voice votes. The county expects the work to improve drainage and pave prioritized segments this construction season.
