Orange council approves ADA parking contract for Sunset Park and enters Union Pacific pipeline crossing agreements; lease financing tabled

The Orange City Council on June 9 approved several construction and infrastructure items, awarding a contract for ADA parking and a sidewalk at Sunset Park and approving pipeline crossing agreements with Union Pacific while tabling a separate lease financing item for further information.

Miss Monson, citing the city’s HUD consolidated plan to add ADA parking at parks, recommended awarding the Sunset Park parking and sidewalk contract to Triangle Civil Services. She said four bids were received and staff recommended Triangle based on the firm’s work on a prior park parking project. The council voted to approve the resolution to proceed with construction.

Separately, city staff recommended entering into standard pipeline crossing/permit agreements with Union Pacific for a water and sewer force main. Mr. Jack told the council Union Pacific had previously shared relocation costs for these lines on a 50/50 basis and that the standard permit requires the city to pay for future relocations and to hold the railroad harmless for lost railroad revenue if such moves are required. The council approved entering the agreements to close the project.

Council also reviewed a proposed five‑year lease agreement with KS State Bank to finance a replacement vector truck, with annual payments shown in the staff memo as $111,653.37. Mr. Jack asked to bring additional information to a later meeting and the council voted to table the financing item.

All approved items were moved and adopted during the meeting; no dissenting votes were recorded on the record during the segments provided. The council will receive follow‑up information on the tabled lease prior to reconsideration.
