Finance Committee approves dozens of local grants, funds senior-repair and youth programs

Committee members described the senior home repair ordinance as an ongoing local priority. "The senior home repair program has a very long list every single year. HUD does not provide all the money that they need to satisfy the constituents," Councilman Hollins said, urging continued local funding so seniors can remain in safe, sanitary housing.
Among individual approvals, the committee: approved $5,484 for Special Olympics Delaware; $2,000 for Charity Crossing; amended a YMCA grant to $2,500; approved $3,461 for the YMCA of Delaware Brandywine branch's Water Wise Empowerment Program; authorized $2,800 for repairs to St. John's AM Church in Newark; approved contributions for Good Neighbors (with Councilwoman George moving $26,986 and Councilman Tackett indicating an additional contribution); approved $1,300 for Startup Africa entrepreneurship programming; approved $29,758 for Mill Creek Fire Company's sign replacement; approved $5,000 for Friends of Brandywine Hundred Library; approved $5,000 from Councilman Hollins for Mother Africa Union Church youth replacements following a fire; approved $10,000 to the Newcastle County Hope Center for shelter support; approved $5,000 for Project Pedal through the Delaware Interscholastic Cycling League; approved up to $6,073 for Brandywine Red Clay Alliance youth programs; and approved $3,750 for the 1st District Neighborhood Planning Council for beautification work.
Most grants were approved by voice vote with no roll-call tallies recorded in the meeting transcript. Several motions reflected contributions from multiple council members' discretionary grant accounts; staff clarified entries in the grant matrix during discussion. Council members repeatedly emphasized the county's longstanding support for summer youth and senior programs.
Next steps: Approved grants will be administered through the county's Department of Community Services and relevant nonprofit partners; several items drew follow-up attention from staff for paperwork and allocation details.
