Board approves 4-bay storage building at 2517 Frank Court with staff sign-off on lighting and technical items

The Cody Planning, Zoning & Adjustment Board unanimously approved a site plan Aug. 13 for a four-bay storage building at 2517 Frank Court, adding a condition requiring city staff approval of the exterior lighting plan and limiting the lighting to a maximum of 4,000 Kelvin.

Staff described the project as an industrial-zone storage building proposed for a currently vacant lot. The submittal included architectural drawings and a conceptual stormwater retention illustration, but staff and several board members noted missing technical items, including an engineered stormwater plan, a finalized lighting photometric and the number of overflow parking spaces. Public works indicated staff had supplied a review memo, the applicant responded and staff judged no additional storm-drainage improvements were necessary given the reduced building area and existing infiltration features.

Board members debated whether missing technical items should return to the board or be approved administratively by staff. The board decided to require the lighting plan and the landscaping/technical deliverables be finalized and approved by staff prior to permit issuance, and to require a lighting color-temperature cap of 4,000 Kelvin. Matt (board member) moved to approve the application with staff conditions 1–12 and an added 13th condition requiring city-staff approval of the lighting plan and the 4,000K maximum; Josh (board member) seconded and the motion passed unanimously.

The approval is subject to the listed staff conditions; the applicant must coordinate with the water and electric departments on service lines and provide final site information for public-works review.
