The Coppell City Council closed a public hearing and approved a special‑use permit on June 9 allowing St. Constantine School to operate at the Church of the Apostles with an enrollment cap of 130 students.
Staff told the council the private Christian school began operations at the site in August 2025 as a small campus and that current year enrollment was about 69 students. Planning staff presented a traffic and circulation plan showing internal car‑line stacking with a maximum vehicular queue capacity of 36 cars on site and observed carline counts ranging from 2 to 17 vehicles during field observations. Planning and Zoning recommended approval subject to two conditions: (1) the private school be licensed and operated under applicable state law, and (2) student enrollment under this special‑use permit not exceed 130.
Katherine Clayton, representing the applicant, told the council that many families use a part‑time schedule (some students attend only two or three days per week), which reduces peak traffic impacts; she said the school has drawn a handful of families who relocated to Coppell for the program. Staff noted that after‑care could extend to 5:00 p.m. in a later year, and that the site’s maximum queueing capacity provides a buffer if enrollment grows.
Council agreed that observed queuing did not exceed the study’s stacking capacity and approved the special‑use permit with the stated conditions.
