Board discusses feasibility study for new municipal complex; manager to draft RFP and pursue grants

Manager Falk briefed the board on the condition of the municipal building — constructed in 1973–74 — and listed recent investments including approximately $750,000 for HVAC upgrades, $80,000 for a new roof and $60,000 for ceiling tile replacement in the police department.

Staff noted ongoing issues: the building's electrical system is at capacity, humidity remains an issue, and only one of the original 13 ventilation fans still operates. Falk recommended soliciting proposals from qualified firms to assess facility needs, evaluate potential locations (including public works property and a Route 30 parcel), and estimate project cost as a preparatory step for planning and funding a new municipal complex.

Commissioners were split on timing and priorities. Some said the township should pursue a feasibility study (or at least apply for grant funding) to evaluate options and preserve future opportunities; others said current priorities such as road paving, stormwater repairs and staffing should come first.

Manager Falk estimated a comprehensive feasibility study could cost roughly $50,000–$100,000 and suggested issuing an RFP and then seeking grant funds to cover the cost. Falk said two grant opportunities would be available this fall, including a statewide LSA program and county grant programs; he offered to return with a sample RFP in about a month.

The board did not authorize funding at the session but directed Manager Falk to prepare an RFP and look into grant opportunities for discussion at a future meeting.
