Niceville approves 30-year lease with U.S. Air Force for Twin Oaks Park

The Niceville City Council approved a resolution authorizing the city manager to execute a 30-year lease with the U.S. Department of the Air Force for approximately 47.6 acres commonly known as Twin Oaks Park, the site traditionally used for the citys Mullet Festival.
City staff described terms that include approximately $65,000 in first-year value, with part of that paid in cash and part provided as in-kind services such as water, sewer and trash services. The city manager told council that a 3% annual escalator or CPI (whichever is lower) applies to payments and certain in-kind service credits.
Council members asked about the Air Forces review timeline for future improvements and whether the city retained the ability to host the festival. The manager said the Air Force will approve improvements to the leased property and staff expects federal review times to vary by project type but not to be years-long in typical cases. Several council members thanked staff and legal counsel for concluding negotiations.
The council voted unanimously to adopt the resolution. Staff said the lease preserves use of the site for community events, subject to the leases approval and any required reviews.
