City staff reviewed the draft capital improvement program, describing an approximately $7.8 million package of projects proposed for FY 2026–27. Major components include street resurfacing and meridian improvements, alley repairs funded through CDBG, ongoing phases of a multi‑year West Santa Ana bikeway project, playground and park upgrades and a first phase of expansion for the community center.
Staff called out several site‑specific projects: meridian improvements on Garfield/Rosecrans and Alondra/Summer, drainage and stormwater studies for flood‑prone corridors, repair or replacement of exterior stairs at the Clear Water building, and improvements to bus stop shelters and transit amenities. The presentation set construction timing for some projects as late summer with completion targets constrained by grant program deadlines (CDBG projects require completion by April 2027).
City staff said some projects are at design stage and require cost confirmations; Council requested confirmation of final sites and engineer estimates before final approvals. For several park‑related replacements (exercise equipment, shade structures and roofing for Clear Water) staff presented budget ranges and noted some projects will return to Council for separate contract approvals.
Council did not alter the capital program on the floor but directed staff to finalize engineering estimates and return with construction schedules and any grant compliance items.
