Brownsville city staff presented Resolution 1120 on June 9 to award a one-year contract to Barkin Long Care Service to provide 21 cuts at Oakwood Cemetery. The board moved, seconded and approved the award by voice/sign vote.
Staff explained the award followed an open competitive bid and scoring process and that the lowest bidder lacked the capacity to perform the work. A member noted one bid had been considerably lower (about $57,000), but staff said that vendor effectively removed themselves from consideration for capacity reasons and the next highest-scoring qualified bidder was selected. The awarded contract amount presented at the meeting was $76,650 for the one-year term.
Board members and the mayor emphasized the operational benefit of contracting the work rather than using six staffers three days a week, and said outsourcing the cuts frees city manpower for other tasks.
