Clearfield County commissioners approve bills, personnel items; authorize grant submission and several agreements

Clearfield County commissioners on June 9 approved routine minutes, bills and personnel actions, adopted a proclamation recognizing World Elder Abuse Awareness Day, and authorized multiple agreements and grant submissions.
Andrea Smith, deputy controller, presented the bill run for a pay period that encompassed three cycles; she listed fund totals for the general fund, liquid fuels, 911, domestic relations and child/youth services and reported a combined total roughly in the $14.45 million range. Commissioners moved and approved the bills as presented.
Under personnel, staff reported no new hires, one transfer in the sheriff’s office and a separation/retirement in the district justice office; the board voted to approve the personnel items.
The board approved a proclamation read by Dennis Bancus of Mature Resources proclaiming June 15, 2026, as World Elder Abuse Awareness Day and invited the public to a related program on June 15 at Trinity United Methodist Church.
The commissioners authorized submission of an Appalachian Regional Commission (ARC) grant application by North Central PA LaunchBox (a Penn State‑affiliated workforce training initiative) for about $300,000 to support an Industry 4.0 training program using mobile training units; the board agreed to serve as a pass‑through if the award is made.
The board approved a one‑year agreement for program year 26‑27 with Central Intermediate Unit (CIU) 10 to provide adult education and GED services at the Clearfield County Jail.
After a competitive procurement, staff recommended Granite Telecommunications for the county’s new phone system. County counsel reported the vendor’s master services agreement arrived late and contains standard provisions (choice of law and similar clauses) that require minor edits; the board approved the agreement subject to final counsel review and correction of those items.
The board then moved into an executive session for personnel matters at 11:29 a.m. and adjourned the public meeting with no further action announced.
The meeting record does not show any final action that day to change the county’s contract with GEO or ICE; public calls for oversight were made during public comment and will require separate board action to implement.
