Commissioner Vanessa Rita Reyes drafted the plain-language goal and the commission read and refined the wording before a motion to adopt. "Collect community feedback over the next 18 to 24 months to identify what is preventing full understanding and use of government services in Tumwater," the commission recorded as the first official goal.
Discussion ahead of the vote focused on defining "participation" (attendance versus influencing policy), prioritizing outreach targets, and practical tactics: tabling at city events such as Dog Days, listening sessions in neighborhoods, mapping which board or department handles common resident problems, partnering with trusted nonprofits, and aligning the work plan to the city's budget cycle and a November joint work session with council. Staff said it will prepare a Tumwater 101 briefing (departments and data sources) for the commission's next meeting.
The motion to adopt the goal was moved and seconded and carried by voice vote. Members set a near-term expectation to report initial findings at a November joint council work session and asked staff to prepare a draft work plan and schedule of outreach activities.
