The City Council approved annexation No. 18 to Community Facilities District (CFD) No. 2005‑01 for the proposed Sienna Estates 113‑lot residential subdivision.
Senior Planner Robert Smith described the annexation request and said the district finances public services for new development. He explained the assessment proposed for the new annexation would be $583 per unit. Staff recommended the council hold the public hearing, authorize the annexation, direct the levy of a special tax and submit the question to qualified electors (landowners) per the Madera CFD procedures.
City staff reported no written protests and fewer than 12 registered voters within the territory; all landowners provided written consent to hold the special district election. Three ballots were returned by the landowners; the city clerk announced the election result as three yes votes and zero no votes, and declared the annexation approved by the qualified electors. The council then adopted the required resolutions to add the territory to CFD 2005‑01 and authorize the levy of the special tax; all council votes were recorded as in the affirmative.
Outcome: Annexation approved by landowners (3–0) and council adopted resolutions to authorize annexation and levy the special tax; the measure passed unanimously.
