On June 9, 2026 the Austin City Planning and Zoning Commission voted to recommend that City Council approve a preliminary and final plat to establish the I-90 Business Park, a roughly 25-acre commercial subdivision north of I-90 and adjacent to 14th Street Northeast.
City engineer Mr. Byrum told commissioners the L-shaped site is being platted into 11 lots, including "nine developable lots and two outlots that will hold retention ponds," and described three larger lots fronting 14th Street and smaller, roughly one-acre lots fronting a future 12th Avenue Northeast. He said the plat also incorporates public right-of-way for the new 12th Avenue and absorbs a narrow sliver of property along 14th Street so parcels will have direct access to public right-of-way.
Holly, staff presenting the item on behalf of the Austin Port Authority, explained the commission is making a recommendation to Council and that the city attorney and surveyor certificates, county auditor and recorder signoffs are part of the approval package. Holly also noted recent administrative edits to signatories and names in the documents, including an update to the city administrator listing.
Commissioners pressed staff on neighborhood impacts and jurisdictional limits. A commissioner asked about properties immediately east of the site and whether nearby residential subdivisions would border industrial lots; staff clarified those parcels are outside the city limits and that the city retains extraterritorial subdivision authority within two miles for input if those parcels are further subdivided. A commissioner observed the property was annexed to the city about five years earlier and that "the zoning is not changing." (statement made during the discussion.)
Staff confirmed the existing bike trail along the southern edge will continue to serve both pedestrians and bicyclists alongside the new road alignment. In response to a question about sanitary infrastructure, staff (identified in the record as Steven) said sewer and stormwater flows split from a high point on the parcel and will tie in both east and west to existing systems.
A commissioner also identified drawing inconsistencies: lot numbers differed between the surveyor's plat and older engineering drainage plans, and one plan labeled 12th Avenue as "12th Street." Mr. Byrum said the Port Authority requested the current numbering and acknowledged the avenue/street labeling error; commissioners said administrative edits should correct those discrepancies.
Commissioner Norman moved to recommend City Council approve the plat as presented with administrative edits; Commissioner Burrows seconded. The commission recorded two audible "ayes" and the motion carried. The commission's recommendation will be forwarded to City Council for final action.
The meeting recessed after routine closing business; the commission adjourned following a unanimous voice vote on the adjournment motion.
