Staff said the work follows approval of a main-open-ditch improvement (option six) and that right-of-way is required to construct the realigned ditch. The report estimates slightly more than seven acres of right-of-way (staff cited figures varying by side of 320th Avenue) and recommended total compensation of $110,485. For context, staff said the earlier project cost estimate allowed $120,000 for right-of-way acquisition.
Appraisers noted compensation should cover full market value of acres lost to the channel plus degraded value of spoil-pile areas; staff said spoils will be topsoil-stripped and replaced where feasible but that some portions will have reduced fertility and marketability. The report lists three parcels affected with estimated land lost to the channel and the total right-of-way to be acquired.
Board members voted to file the appraisal report and proceed with right-of-way acquisition steps; the board set a public hearing for July 14 at 9:30 a.m. Staff said their goal is to have plans and specifications ready to advertise for bids the same day, after necessary right-of-way is acquired.
