The Carbondale City Council on Monday approved a multi-item consent agenda that included Warrant No. 1538 and multiple contract awards and budget adjustments.
City staff read consent items that included Warrant No. 1538 for the period ending May 22, 2026, in the amount of $2,161,191.17; a Wells Fargo warrant for FY2026 of $311,829.84; a budget adjustment to the police department’s FY2027 budget of $75,957 from an Illinois Law Enforcement Training Standards Board recruitment and retention grant; and an award of a rehabilitation and overlay contract for Poplar, Cherry and College Streets (CIP ST 2501) to Sam RON Midwest Contracting in the amount of $1,987,302.02. Staff also proposed appropriating $17,000 in MFT funds for engineering design services for Chautauqua Road Rehabilitation, CIP ST 2701.
Council member Gilman requested item 5.10 be pulled for separate vote; Council member Lowes asked staff to reevaluate a zoning code provision that forbids residential ground-floor use in the BPR district and sought clarification on an update to a scooter agreement (staff said the scooter agreement simply updates/continues the existing arrangement with no substantive changes). During discussion staff clarified that the funds in item 5.1 were leftover state grant funds from 2024 being reallocated into the FY2027 budget and that no city funds were being used.
Council then approved the consent agenda (items 5.1–5.9 and 5.11) with item 5.10 pulled. Because a member asked for a separate vote on 5.1, the council took that item on its own; the roll-call vote on 5.1 returned a No vote from Council member Kelman and Yes votes from Council members Colombo, Lowes, Roberts, Stanfield and Mayor Harvey, and the motion passed 5–1.
Items on the consent agenda include several procurement and contract awards and will be implemented by the relevant city departments as listed in the staff packet.
