City Clerk staff Jacob Bredberg advised the commission that while an off‑site Brown Act meeting is permissible, there are "heightened restrictions on public comments and public comment time periods" under Council rules and the Brown Act. Commissioners also discussed quorum risks for holding an off‑site meeting and whether an absence of quorum would prevent an official meeting from occurring.
Public commenter Ken Blitz urged the commission to treat the MUE meeting as a meaningful, facilitated community engagement opportunity rather than a checkbox exercise and recommended partnering with community organizations and OPSA to ensure broad participation.
Separately, the commission considered a draft letter to Mayor and City Council asking them to reconsider a proposed reduction in the number of commission meetings. The chair read the draft, which expressed concern that halving meetings would "limit opportunities for public engagement, transparency and timely review of matters relating to public safety and community trust." Commissioner Griggs moved to authorize the chair to finalize and transmit the letter and Commissioner Villegas Junior seconded. The motion passed by voice vote; the chair and vice chair will finalize and send the letter prior to upcoming council consideration.
The commission also confirmed it will not hold a regular July meeting (normal recess) and set its next regular meeting for August 10. Commissioners and staff agreed to follow up on scheduling and logistics for the MUE community meeting and to coordinate outreach to maximize community participation.
