City attorney updates PFAS litigation; city manager outlines CRA budget workshops and grant applications

City attorney (Attorney Grant) told the commission the city has engaged Smith Campbell to assist with PFAS litigation work, and staff and outside counsel are compiling information to file the city’s claim. Grant also noted a motion-to-dismiss hearing in an unrelated shuffleboard lawsuit is set for the following Tuesday; possible outcomes include dismissal with leave to re-amend or an order requiring the city to file an answer.
City Manager raised two items: a proposed scheduling change for budget workshops to allow greater CRA (Community Redevelopment Agency) engagement — suggesting a joint workshop on July 14 to hear input from the downtown and Carver Heights CRAs — and an update on the 44127 CRA home-grant program. The manager said the CRA received roughly 9–10 applications, the program currently has $50,000 budgeted (about two $25,000 grants at full funding), and the CRA could absorb an increase of about $200,000 if the commission chose to fund all applicants. The manager asked whether the commission preferred staff to rank applications for the commission to review in the budget sessions.
