Ossining — The Village of Ossining Board of Trustees on June 3 adopted Local Law 6-2026 amending chapter 241 (taxation) and approved multiple vouchers to fund ongoing capital and operating work, including a $3,786,488.73 payment tied to the new water-treatment plant.
The adoption of Local Law 6-2026 followed a prior public hearing on May 20 and was approved by roll call. Trustee White, Trustee Yoast, Trustee Frriie, Deputy Mayor Lopez and Mayor Leaven each recorded affirmative votes; the law will take effect upon filing with the New York State Secretary of State, as stated in the resolution.
The board also approved the voucher-detail report dated June 3, 2026 for $586,574.84 and separately approved the IBWTP (water treatment plant) voucher submitted the same day for $3,786,488.73. During committee discussion, staff described the water-treatment project as substantially progressed: major equipment has been ordered, roughly 80% of ordered equipment is on site, and concrete work on outer buildings and the filter plant is expected to be completed within about two months.
"The shell of the structure... will be done soon," Village Manager Karen Dtori said, describing progress and the planned start of precast deliveries the following day. A staff speaker identified in the record as Andy added that much of the heavy equipment is installed or being leveled and that the project includes a large ultraviolet (UV) disinfection component; speakers described the UV equipment and other major mechanical systems as significant capital costs for the plant.
