Council accepts MDOT corridor grant and county funds for ModPods; adopts tax-and-debt dashboard ordinance

On June 8 the Lansing City Council approved several funding and transparency items.
Transportation: Council accepted a Michigan Transportation Economic Development Fund (TEDF) award (about $2.1 million) for reconstruction of Capital City Boulevard from Grand River Avenue to the CSX railroad. Council member Carter said the required local match—estimated at roughly $547,000—will be provided by the Capital Region Airport Authority, which will administer contractor payment, construction oversight and grant reimbursement reporting. The mayor and council approved contract number 26‑5223 as part of the grant acceptance.
Homeless services: Council accepted Ingham County housing and homeless mill allocations that together total $600,000 (a $400,000 2024 allocation and a $200,000 2025 allocation) to support acquisition and setup of ModPod transitional housing units for unhoused individuals in Lansing. Council members said the funds will cover site acquisition/preparation and ModPod unit expenses; staff said county funding will reimburse eligible expenditures.
Transparency: Council adopted an ordinance amending the city code to require a public tax‑and‑debt dashboard, to be posted on the city website and updated semiannually by Aug. 1 and Feb. 1. The dashboard must list every millage the city levies (including special assessment and debt millages) with rates and dollar amounts and a breakdown of every city debt instrument with principal, interest rates and payment schedules.
Council passed the grants and the dashboard ordinance by roll call or voice vote as recorded in the meeting minutes. Council members said they expect the Airport Authority to coordinate MDOT reporting and that the ModPod funding is a county reimbursement program for a one‑time allocation.
