The Finance & Personnel Committee approved a set of routine and semi-technical items, including a proposed sale-and-development term sheet for Jim Cornell LLC and conceptual amendments to several chapters of the De Pere municipal code to expand service-fee authority for administrative inspections.
Dan presented a proposed sale-and-development term sheet for a 1.5-acre parcel at 700 Millennium Court (ED2311), including a land grant valued at about $72,250 based on packet figures and an internal $50,000-per-acre methodology. Staff recommended approving the term sheet pending city-attorney drafting; the committee approved forwarding the terms to council for final action.
On code amendments, Eric described a concept to expand the existing service-fee authority to allow charging a fee for first inspections when a property owner is a no-show and to add service-fee authority in chapters addressing water/sewer, nuisance and solid-waste/recycling inspections. Staff said the change is intended to recover administrative staff time and to incentivize compliance earlier in the process; the committee approved the amendment package to move forward.
Separately, the committee approved a copier lease for the first floor of City Hall and accepted the April 30 investment summary for the record.
All routine motions passed on voice votes.
